PRESIDENT 

Jennifer Schuelke

Talent Development Manager

Louisiana State Civil Service   

                           



Jennifer Schuelke is the Talent Development Manager at Louisiana State Civil Service where she oversees the talent development and workforce development teams. Jennifer and her team help fulfill the State Civil Service goal to ensure the state is equipped with innovative workforce solutions designed to meet the unique needs of each state agency’s mission. Jennifer specializes in improvement science, competency modeling, and information management.

Jennifer, a former LSU student-athlete and certified teacher, earned a Master’s degree in Leadership and Human Resources Development and a Bachelor’ s degree in English Education from LSU. Prior to joining the SCS team, Jennifer worked to design and implement competency-based programs in secondary education, in NFL sponsored non-profit academic programs, and in higher education. Accordingly, she has conducted workshops, served as a consultant for school districts, and presented on the national level. Jennifer’s passion for continual improvement along with her varied experiences designing competency-based systems, allows Jennifer the ability to develop flexible performance development and management solutions.

Julie Miller

Talent Development Facilitation Supervisor

Louisiana State Civil Service

Julie Miller currently serves as the Talent Development Facilitation Supervisor at Louisiana State Civil Service. Julie and her team assist Louisiana State Civil Service in fulfilling their goal of attracting, developing, and retaining a productive, diverse, and engaged workforce by creating, designing, and delivering training.

Julie has been involved in training in varying capacities for 15 years. In her spare time, she enjoys traveling, cooking, reading, and spending time with her husband, family, and friends.

Mechelle Roberthon, CPTD, MS, MCCT, MOS

Vice President / Talent Development Director

Home Bank   

Mechelle Roberthon is a Certified Professional in Talent Development (CPTD). She is currently serving as the Vice President/Director of Talent Development at Home Bank. This is Mechelle's 5th year serving on the board of directors for the ATDBR chapter. Her background includes training delivery, performance improvement, managing learning programs, and interpersonal/business/personal skills. Currently, she is pursuing a Doctorate of Education in Learning and Organizational Change from Baylor University. She holds a Masters of Science in Education with a specialization in Training and Performance Improvement. Mechelle is also an experienced career and professional development instructor. She has taught over 500 corporate courses with her evaluations consistently rating above average. Her dynamic teaching style has become a favorite amongst learners.

Burgundy Cummings

Training & Development Specialist


Louisiana Secretary of State's Office 

Burgundy Cummings is responsible for the Training and Development program at the Secretary of State’s office. She creates and delivers eLearning and facilitator-led training on various soft skills and leadership development topics. She manages the LMS for the Department and is responsible for the Department's philanthropic projects.

Burgundy has over 10 years of Human Resources experience and has transitioned into a training role within the last 7 years. She has previously served as the VP of Marketing and Communications at ATDBR. She is excited about serving in her new role as the Secretary of ATDBR and looks forward to meeting more members!


TREASURER

Marcus Sylvas

Leadership Development Program Manager

Louisiana Transportation Research Center

Marcus Sylvas is the Leadership Development Program Manager at the Louisiana Transportation and Research Center.  In his role, he conducts a variety of customized leadership development courses for Department of Transportation and Development employees across Louisiana.  Prior to this role, he worked as a Talent Acquisition Specialist at Louisiana State University where he specialized in faculty, staff, and executive recruitment. 

Marcus earned his Bachelor’s degree in Agriculture Business from LSU and an MBA with a concentration in Human Resource Management from Southern University.  He is currently in pursuit of his PhD at LSU after earning a Master’s degree in Leadership and Human Resources Development in 2021.  In addition to earning his second Master’s degree, he also passed his SHRM-CP in 2021.  Outside of his work and academic life, Marcus is a member of Phi Beta Sigma Fraternity, Inc., Beta Gamma Sigma Honor Society, and the Society of Human Resource Management.  In his spare time, he enjoys traveling, spending time with family and friends, and trying different foods.

Tara Gallope

Talent Development Consultant

Louisiana State Civil Service

Tara Gallope is a Talent Development Consultant for Louisiana State Civil Service. She holds a Bachelor’s degree in Strategic Communication from the University of Louisiana at Lafayette, and is currently seeking a Graduate degree from LSU in Leadership and Human Resource Development. She is excited for this role where she can utilize her background in Marketing and Communications to create and share content that is both a great representation of the chapter and engaging for the members. Tara’s people-oriented personality drives her passion for training and talent development, and she hopes to build meaningful connections with more TD professionals through her service on ATDBR's Board of Directors.

Annisia Osborne

Training Program Manager

Annisia D. Osborne, MSHRLD is a multi-faceted, versatile Human Resources professional. Through her experience within higher education and state government, she has been able to cultivate her skills in recruitment, training & workforce development, consulting, career coaching, and organizational change. Currently, she is serving as a Training Program Manager at the Louisiana Transportation Research Center to ensure employees are equipped with adequate learning tools to be proficient in their positions, enhance job performance, and seek advanced career opportunities. She holds a Master’s of Science in Human Resources and Leadership Development from Louisiana State University. Annisia is also an advocate for education and community engagement. She serves as a Mentor with the Baton Rouge Youth Coalition and enjoys providing academic support to high school students. Rooted in passion, purpose, and positivity, Annisia possesses a deep interest in serving within capacities that allows her to provide resources, skills, and strategies for people to succeed.

Nicole Payne-Jack, Ed.D

Training and Development Manager

Recreation and Park Commission, East Baton Rouge (BREC)

Nicole Payne-Jack, Ed.D. is currently the Training and Development Manager of the Recreation and Park Commission for the Parish of East Baton Rouge (BREC). She has served as a Professional Development Instructor/Trainer, facilitated national training workshops, professional development speaking engagements, created and facilitated organizational training modules, and led the expansion of volunteer and leadership development programs throughout the gulfcoast region. Nicole has served as BREC’s Toastmasters International VP Education for its chartered club.

Prior to her role at BREC, she served as a Professional Development Trainer at Lantec Corporate Training Center where she facilitated soft skills trainings for hundreds of employees from a variety of industries/organizations throughout Louisiana. She holds a doctorate degree in Organizational Leadership with concentration in Human Resources Development, a Master’s degree in Organizational Management, is a Certified Green Belt through the International Association for Six Sigma Certifications and holds over 20 years of experience in leadership and organizational development, training delivery, program development, and performance management. Over the past decade, Nicole has enjoyed developing programs in collaboration with the Corporation for National and Community Service, the Atlanta Department of Parks & Recreation and the City of Birmingham Mayor’s Office Division of Youth Services and local organizations throughout Louisiana. Above all, Nicole is a lover of learning with a passion for people. It is through that passion that fuels her purpose in life…to make a positive impact on the lives of others, whether they expect it or not! Outside of her work life, Nicole is a member of Delta Sigma Theta Sorority, Inc. and enjoys any opportunity to volunteer in service to others. In her spare time, traveling and spending time with her family are top priorities, well at least pre-COVID.

Matt Copeland, MBA, MSHA

Manager, Talent Management Programs

LSU Health Sciences Center - New Orleans

Matt Copeland brings 18 years of experience as a Training and Organizational Development practitioner, working with leaders, managers, and teams at all levels to define challenges and identify optimal performance and training solutions.  Matt holds as Masters of Business Administration, a Masters of Healthcare Administration, and is a credentialed ATD Master Performance Consultant.   Through targeted performance solution strategies, dynamic program facilitation, and focused leadership development initiatives, Matt loves to see teams and leaders thrive and has worked with global industry leaders in healthcare, academia, manufacturing, IT and technology, and client professional services. 

Outside of work with ATD and his career, Matt enjoys time with his wife and two dogs on outdoor adventures across South Louisiana.  At his core, Matt is a creator; in the classroom, in the woodshop, at the computer, in the kitchen, or in a music group, he loves to learn, apply, and build anew.

Amanda Mckey   

Learning Specialist

Campus Federal Credit Union


Amanda Mckey is a Training Specialist at Campus Federal Credit Union. She began her career at Campus Federal in 2006. She has held many positions in the past 14 years including Teller, Financial Service Representative, Executive Assistant and her current role Training Specialist.  Her training specialties include
leadership and organizational development, talent management, e-learning, LMS (Learning Management System) administration, performance management, employee onboarding, Product Knowledge and Sales and Service.

She is a member of a Service Team that participates in community service activities at Our Lady of the Lake Hospital, Our Lady of the Lake Children’s Hospital and Louisiana State University and is actively involved in the Young Professional Network through the Louisiana Credit Union League

When she is out of the office you can find her hosting parties, traveling and spending time with her two children and husband.

Latishia Anderson

CEO / Founder

Latishia P. Anderson, MBA is a Senior Director of Customer Care Operations with Magellan Health Services. She has over 15 years of professional experience managing teams in various leadership roles. She focuses on team building, customer service operations, management rules of engagement and leadership awareness. Latishia has experience working for Fortune 500 companies and is known as a results-oriented leader with knowledge across multiple industries serving as a middle-level manager and internal consultant to other leaders. In addition to her role with Magellan Health Services, she is a certified motivational speaker, teacher and transformational coach with the John Maxwell Team. Through the study and practical application of John Maxwell’s proven leadership methods, she uses her corporate experience to add value and empower others to maximize their effectiveness in today’s consistently changing world.

She holds bachelor’s degrees in Communication Studies and English Literature from Louisiana State University along with a Masters in Business Administration. She is a volunteer mentor for Pass the Torch Foundation which is an organization that focuses on helping young aspiring professionals to achieve their goals. She is the founder of Empowered Minds Consulting Group, LLC, a Leadership Training and Personal Development consulting business.

In her spare time, she enjoys working in ministry, volunteering in the local community and spending quality time with her family.
